Default Headlight Fuses

Working on a friends 2000 500 Green ATV

Problem - Headlights quit working Both High and Low.

Trouble shooting that i have done:
1. Remove a headlight and using two wires, hooked it to a battery (Both High & Low Good)
2. Handlebar switch - Took it apart and cleaned and Steel wooled the contacts (Good contacts and no slop)

Traced it back to the fuse panel and this is where my question will come from.
1. Two 10 amp fuse were good (Meaning contact not broken), how ever it looked like the plastic had melted on 1 end. Both were like this.

Looking at the fuse panel it did not appear to be melted any (just the fuse)?
Took a piece of sand paper and cleaned each contact on the fuse panel.

Placed new fuses in and headlights worked.

What could have caused the fuses to melt? (It was only these two, all other fuses were fine)

Has this happened to anyone else?

Just want to make sure that the problem don't happen again.
