When you say the starter cycles, do you mean you can hear it spinning but it does not turn the motor, correct?
I have that problem too on my AC 400. It seem it only happens when it is very cold. A buddy of mine had the same problem with his Polaris 500 too. The temperature was about -16 degree C.

Are you saying that when you turn the ignition key to the "on" position, the motor turns over without you pressing the starter button?
I have an identical machine, same year and model. I have not had a starting problem other than one caused my the gas tank vent hose being kinked. But even then, it would crank when I pressed the starter button unless I discharged the battery. And I'm still using the oroginal battery that came with it in 2004.
I have used it in 90+ degree weather, rain snow, sleet, on ice, and down as cold as -3 degrees with a -21 degree chill factor. Nothing seems to phase it.
Can you be a little more explicit with your problem?

I had the quad out this morning riding it and when I was done I washed it the same I always do. After I was done washing I went to pull in my garage and when I turned the ignition to the on position the starter was running and turning over the motor.

You have some water making contact where it shouldn't be. You know, like the old "throw the radio into the bathtub while it's still plugged in" bit. Water is a great conductor for electricity. The cavity where the plug is inserted into the top of the engine is also a place that collects water. Blow it out. (before you remove the plug)
Once it dries out, I'm sure that particular problem will go away.
Also, there is a drain screw at the base of the carb (the owner's manual shows it.) and it should be loosened once in a while to drain moisture.

Specifically you have a short in the ignition system. In oder for the machine to start you need it in neutral (or with the hand brake depressed), the ignition key int ON position and then you hit the starter button. Which allows the juice to flow from the battery through the starter selenoid to the starter and turn the engine over.
If the starter is turning when the key is switched to the ON position and it is in NEUTRAL then your starter button is sticking or shorting out.
I would test it by putting it in gear, turning the key to the ON position (the starter should not turn yet) then depress the hand brake and the starter will spin if your short is still present.
You may need to take the left handle bar control a part and clean the switch if possible or replace it. Water or dirt can get into it an corrode it or gunk it up. It should be sealed though.

Found problem. When a washed the quad I got some water on the fuse box and it froze I guess this cause the circuits to complete and was making the starter cycle because once I got it melted and dried up it worked fine.
