Default 2008 AC Prowler 650 h1

Need some help with electrical or cdi problems.
1st cuts out at 39 mph and 5900 rpm just as though reaching max limiter (49 mph)...
this has done this about 2 months. Didn't bother me that much as 39 mph was fast
enough for me.
2nd: now running at 30 mph engine starting to act like it is starving for fuel and engine
back-firing. Will eventually die and will restart as though nothing has happened. Notice
this has done this while going up hill making the engine pull harder. Dealer thought
probably water in fuel so drained the fuel bowl the next day and seemed to correct
this problem.
Today: Drove 25 miles today and while going up long hill, engine acted up the same as the
day before. Both times while going up hill about 35 mph. Thought maybe vent hole
out of fuel tank plugged up but nothing could be found there.
Don't know much about cdi's but suspecting it could be going bad.....Appreciate you help!!!

if draining the bowl seemed to help did u drain the whole fuel tank and make sure there is no water in it, then refill with brand new fuel?
