need help!!

I think I got everything set right with my timing, for my 79 atc 110, but i need to know how soon the points should open up before top dead center.
I also need to know about adjusting the carb, should i turn the screws all the way in, then back them out a certain number of turns, or what??? I just want to get it close enough so i can get it running finally.

SET THE POINTS WHEN THE POINT ARM IS ON TOP OF THE LOBE ON THE SHAFT ..AROUND .020SHOULD GET YOU RUNNING.. YOUR JETS SHOULD TURN IN UNTIL THEY SEET OR JUST START TO GET TIGHT,,THAN BAK OFF THE SPEC CALL FOR

GET THE MOTOR AS CLOSE TO TDC AS YOU CAN, THAN MOVE THE PLATE UNTIL THE BOTTOM ARM OF THE POINT IA RESTING ON THE TOP OF ONE OF THE LOBES.. YOU SHOULD NOT HAVE TO MOVE THE PLATE MUCH TO GET IT ON TOP, THAN TAKE YOUR SCREWDRIVER AND ADJUST THE TOP ARM AT .020 THAT SHOULD GET IT TO RUN MIGHT HAVE TO FINE TUNE THE PLATE A FEW DEGREES ONCE YOU GET IT GOING... WERE THE TIMING MARKS LINED UP ON THE CAM GEARS WHEN YOU PUT IT TOGETHER

I didn't have it apart to see the cam marks. I just bought it, and the plate was loose. So I'm not sure what the kid did, before I got it. But I don't think he tore into that far. I hope!
If I turn the screws down until they start to seat will that make it run rich, or lean?

START THE JETTING AT TWO TURNS OUT SEE IF IT FIRES.IF NOT TURN IT IN 1/4 AT A TIME UTIL IT STARTS THAN FINE TUNE IT..

Thanks for the help. I will try that in the morning. I'm sure my wife would get rather upset if I was out there trying it now. Its midnight here and shes been sleeping for about three hours, not to mention the kids and the neighbors.
