1981 200 won't start

1981 Honda 200. Sat for 1 1/2 yrs while in Iraq. Carb was brown and gummy - cleaned everything. I have spark when recoil is pulled. If I put gas into the carb it will run until it burns it up then stops. Will not start by using choke. Gas has been drained and replaced with new gas. I do have gas going to the carb. Plug will be new tonight. When I look at the plug it is clean and dry. All I know is my arm is killing me from pulling that dog gone rope. Any help or ideas would be appreciated.

Check your float valve in the carb, I'm guessing it's gummed shut and won't let any gas get to the float bowl. Easy check is to just unscrew the carb drain (there should be black hose from the bottom of the carb, the drain screw should be near where it connects to the carb) and see if gas comes out. If everything is as you described then it's got to be a fuel problem. Take the carb apart and SOAK it in carb cleaner for at least an hour, then as atcer says used compressed air to blow out all the passages (there are lots of them) and see if you can clear them all out. If there are some you can't clean out you may have to soak the carb overnight. DO NOT use pins and what-not to clear out the passages, you will change the size of the orifices and it will never run properly again. You can get carb rebuild kits on e-bay for about 20$ or so and they are a good investment.
