Youth/Kids Racing in MA

To start local races, first find a local track that will let you in. Then talk with the track about making the pee wee track youth atv friendly (safer for all riders). The track should be able to get insurance for the youth atv's if the track follows the age rules set out by the AMA.
Next, get the track to set up practice times.
Finally, go to any shop in the area that sells or repairs youth atv's. Post flyers about the new track and become the contact person to help out. Soon, when people see that it is fairly safe, they will arrive and then their friends will follow. Expect it to take about 6 months to get a good turnout. See if the track will provide trophies to 100 percent of all starter atv's at least for the first year. Provide special awards to some of the slower riders and get someone to take pictures to give the kids.
Some added things that also work --- post their pix on the net so they can show their friends, get the parents together to become a "family" of friends. Have bbq parties, etc. Once the group is formed, the parents will want to keep up the sport.

There is a race series that allows kids called New England ATV MX. The "new" age groups are 6-12 under 70cc and 12-16 under 90cc. We race at Southwick MA, Lempster NH and Walden NY. There were (with the old age groups) about 20+ kids at a race. Old age groups were under 12 was 0-90cc and 12-16 was 91-300 air cooled class. So I am not sure how many will show this year.
There is also a trail club in MA. But I am not sure of the age groups allowed in the state forest.
If you are in Western MA, then you may want to head to Eagle Bridge NY. They have a small practice track for kids.
