a "Pro Series" 250R will go as fast as you want it to, you just have to gear it correctly. Mines geared at 13/38 w/ 18" tires and goes pretty slow, but its quick. I can put a 14 tooth front sprocket on and a set of 22" rear tires and it goes alot faster, but doesnt get there as quick. A stock 250R (If theres one still left) will cost anywhere from 2500 to 6000 depending on condition. I got mine for 2500 and only had to replace tires and plastic and it was ready to ride. And as for your question about the 250R being the best, maybe, I dont know, but with the new four strokes it seems unlikely.

It is probably safe to say that the stock geometry of the Honda TRX250R is the best all around as far as high-performance quads go. The top pros you read about in magazines all rely on 250R geometry for their aftermarket framed race machines. You can find a stock Honda TRX250R for anywhere from $2000 to $5000, depending on how clean. As far as top-speed on pro-level R's... it completely depends on the gear ratio of the machine. Pro racer Tim Farr had his YZ426 powered 250R geared to do only about 50 mph for the Stadium Series last year. Gear ratios are changed depending on the layout of the track. I own a pro-level Lonestar 250R with stock gearing and I'm guessing it tops out at 70 or more.

Im leaning more towards what quadMXer70 said. I've had my R for almost a year now, and have spent just a tad under $1000 on it. The only thing that it has gotten that hasn't been a repair, are Douglas Ultimate wheels and 18" Razrs.
That's a new case, bearings, seals, gaskets, blah blah blah. New quads save money.
