Clovis is a suburb of Fresno. There are a bunch of tracks in California. But they are primarily a fair drive from where you are. Tulare has the Tulare Cycle Club. Hanford has a motocross track, but I have never seen quads there.
I can't speak to the motocross seen, but I know that if you race TT's you can race as big a quad as you want. My buddy and I ran a few of the Central California TT series events and there was consistently a couple of kids about your age running in the open/expert classes. It just depends on your skill level.
Check out CMA racing.com They pretty much cover most of the racing in central California. If you want more info, let me know.

where can i get some info on the LACR, Glen Helen or comp park. i live in clovis california (near fresno) im willing to travel up to 4 hours max for a race track. can some please give me some good places to race or a california league. And i am 15 can i ride a banshee, raptor or cannondale (im beginer rider)

You can race whatever you can bring. Here are some links: http://www.avquadracers.sport.new.net/,http://www.socalquadracing.com/. Go to tracks on SoCal and you will find links. A few guys from the Bakersfield area travel to the LACR races.
