Tax, title, and license?
It doesn't matter, the state of Arizona will still require docmentation showing sales tax was paid prior to converting an MSO into a title. If that documentation is not provided, or is deemed (by the state) to be fraudulent, the Arizona MVD will require payment of sales tax prior to registration. If Arizona MVD notices any irregularities in the documentation, they will notify the Oklahoma Attorney General's office, which will trigger a complete tax audit of the Oklahoma dealer.
Given the current economic climate and Arizona's budget woes, they're looking for revenue any way they can find it, any dealer (in or out of state) who isn't aware of this procedure is either stupid or about to become a former dealer. Most have realized that it's just not worth the risk to save a few bucks on tax money on an occasional deal.

Nope under Oklahoma law it once it is delivered to final destination it is up to the owner to pay the sales tax. The dealers in Oklahoma are covered under this law. If any of your family owns a farm or has a farm tax ID number file it under that and all taxes are null and void. The law is changing in Oklahoma not sure exactly when but they are changing it to where you have to pay sales tax no matter what soon.
