I agree with you but lets put down numbers...
lets say you got a 302ci with 300ft/lb and gain 10% by ading .5 inch of stoke (only hypothétical), your gain is 30ft/lb which is quite noticable.
Now on a 10% increase in torque on a 20ft/lb engine -> only 2ft/lb of gain which I seriously doubt will be noticable and can be compensated with a very small gear ratio adjustment. maybe an experienced driver could fell it ¿
