Hypothetically speaking. I want to buy a used ATV from a friend. He bought it out-of-state so it's title is from out-of-state. I probably could get by with only a bill-of-sale but if I wanted to transfer the title to the state I live in, would I be responsible for sales tax?

It depends on laws in your state. For example, residents of Texas may apply for a Farm and Ranch sales tax exemption on ATV purchases.

Last year I built a rail buggy, I baught an old
vw that I was going to use the front and rear end,
The vw was titled in PA. I live in Ohio,
I was responsible for the tax,, But since the guy
gave it to me I said that the selling price was $1 dollar....I used this title for the buggy....

You may look into the gift tax. Just say the person gave it to you as a gift. It works in Texas. The gift tax here is 10.00, or say you gave alot less for it than you did (broke down) But your state may tax you on book value. Good luck.
