Text THE ONLY TIME IT DOES THIS IS WHEN IT'S BELOW FREEZING AND WATER IS SPLASHED ALL OVER THE MACHINE. I AM SURE ITS A WATER FREEZING SOME WHERE TYPE OF PROBLEM, BUT IS IT THE CABLE ,CARB (inside or out?) PLUS I DON'T THINK WATER GETS IN THE THUMB DEAL ON THE HANDLE BARS...

I would think that it would have to be REAL cold to have water freeze on the throttle linkage of a running engine, I know carbs can frost over but the exhaust runs close enough that I think you may have a different problem. Maybe the needle is sticking in the up position? Maybe some varnish on the throttle blade? I would wash and lube everything, that should keep anything from freezing, and see if the problem stays. I would also take a close look at how the cable is routed through the frame, it may be binding. I know it's kind of a pain but the only way to know for sure is to remove the cable from the carb to see what is binding...
