parking brake doesnt work. help.

hey everyone.
i just took my new bombardier ds650 out for the first ride. everything works fine but there was one thing i noticed wasnt working properly. I didnt check this before so i dont know if it was always like this.
the parking brake is set by when you pull in the front brake lever and lock it. well when i pull it in and lock it the quad will still roll. And if im just using the front brake itself the quad will still roll. i can pull the lever all the way in till it hits the handlebars. it doesnt pull in easy or anything. its spongy. when you pull it in all the way to the bars it will kinda grab the rotor but not enough to prevent it from holding the quad. If i lock the parking brake and push the quad and let it go it will stop quicker then without the brake on but last time i checked the quad is not supposed to be able to move with the brake on.
i checked the fluid and the fluid is fine. what else could it be????
