I doubt the scammer is actually in the UK, I read a great article on Drudge the other day about the variations of Nigerian internet scams, one thing they do is to try to appear to be doing business out of the UK by using British prefixes on phone communication and e-mail contacts, it was quite reveiling to see the complexity of their operation and the lengths they go to- it's big money over there and computer savy youths look to hire on as apprentices to the big name scammers to learn the tricks of the trade.
