I finally got a chance to check it out a bit and noticed the air filter was pretty dirty. The rubber boot between the carb and the engine has a tear in it and I can see gas shooting out the crack while cranking the engine over. If I put my hand over the carb inlet and let off it is usually enough to suck in the fuel and fire up. It still does smoke when it's running so I'm going to work on the valve adjustment next.
