Does anybody have an extra chain adjusting rod? Or know the part number???

I would put money on it that the powder coat is your issue... the carrier should slide in easily and should move freely(assuming its free of dirt and grit)... get yourself a drum sander and go to work on it.

ok so your saying when everything is taken apart I should be able to slide in the carrier and rotate it with one hand pretty easily? This makes sense.. Then using the pressure of the 4 bolts to cinch the swinger housing down onto the carrier to keep it locked in place.
Sanding off PC from inside the swinger housing dosnt sound easy...YAY this means I get to take the whole damn thing apart again!!! Damn im going to need a LOT of beer....

On the plus side...at least taking it all apart and sanding it out, would mean I wouldnt have to buy a new carrier (assuming that fixes it), which means I dont have to pull/repack the bearings again! At this point I would pay 100 bucks to just be able to hop a leg over it and ride it!
