New Guy needs help

Have an 07 Outlander max and only the right front tire was worn out at 1100 miles... I'm in South Dakota so it does have some miles on pavement.
The front end has alway had a shimmy that shook the handlebars back and forth at speeds from about 50-65mph.
I took the ATV in and had the front tires replaced with a size larger nad occasionally the inner tie rod end scrapes the new tires. Anyway, the new tires shake just like the original tires did. I looked at all the front end parts and it seems tight (except for a little slop in tie rods). I don't have an alighment tool, but I adjusted one tie rod in a small amount and it was much worse. So, I went back the other way a little (more toe in) and it was much better but still shakes from about 45mph up some.
What am I missing here? it doesn't shake at all until about 45 up.
