Strange cooling fan problem

My cooling fan won't shut off! I've heard about cooling fan problems when they won't go on or they burn out, but I have the opposite problem, whenever my key is in the on position or the engine is running, the fan is running, regardless of engine temperature. I was at Buttercup yesterday, we rode around most of the morning, after taking about a one hour break for lunch/refueling, etc, i turned the key and the fan started running. I thought this was somewhat peculiar, as the engine shoudn't be hot at that point, I checked, and sure enough, the cylinder only had a little warmth left to it and the exhaust (right where it exits the cylinder) was cold. I checked the coolant level, checked the oil level, and sat around for about 20 minutes, tried turning the key again, and the fan came on again. At this time the motor was stone cold, but the fan was still running. Finally, I removed the fan fuse and went riding, the overheat light never came on and the bike ran fine.
I don't want to continue riding with this fuse removed, I'm concerned with overheating, but if I put the fuse back in now, the fan will continue to run until it burns out, and them I'm facing an overheating scenario anyway. Any advice would be appreciated.

How necessary is the fan anyway? I've heard of people removing them with no overheating problems, if I were to run Water Wetter or Engine Ice, and install Radiator Shrouds, will I need a fan at all?
