Question Need a little help

Just bought a Kawasaki Bayou 220, not sure of the year, I know that the 10th number of the serial # is supposed to be the year and mine is an 8 however that does not tell me if it is an 88 or 98 so does anyone know?

Also have an issue with it, starts and idles great and will idle for an hour if need be but when I put it in gear and try to go down the road it spits and sputters and will not gain any speed, the carb is new as is the plug and a new fuel filter, I have been told that the electronic brain is not allowing it to advance the timing and increase the rpms, anybody have any experience with this problem??

It is a V, I was wrong before in my understanding of the serial number.
