The belt was slipping so I put in a new one and now it won't stop moving almost like the clutches won't disengage but they appear to be I even tried putting the old belt on and I have the same issue did I not do something right when I put both clutches back on? The primary clutch is completely disengaging so it would have to be the secondary

 

If it still does it with the old belt, maybe the spacer between the 2 sheaves needs to be replaced? I'm no expert, sorry. The only time That I've had my 700 Diesel apart was to reclock the secondary and add some wheel weights to the primary to make it engage faster. There are some youtube videos that might help with your Arctic Cat. Even a few companies that offer clutch mods, like Airdam and Speedwerks, I think.
