Are the Massachusetts Environmental Policy allowed to stop you on your ATV, in the woods, without probable cause?

Yes. The Environmental Police have more powers than a regular police officer. They have powers as a law enforcement officer and as environmental, fish, game, boating, off-roading, etc. officer. If you are in the woods, not on your own land, or on someone's property with written permission you are, in fact breaking the law and could face fines, and even confiscation of your ride. There are only a couple legal places to ride in Western Mass. Couple state parks. Most trail mileage is 18 miles. Can't remember the park. It's why most riders end up in NH or ME.
