best way to boost horsepower?!

is changing exhaust and adding k&n filters the best way to increase horsepower? what do you guys recommend?

pipe and filter will help a motor initially. But the best increase in power is to port the cylinder

my boot= your *** ---goof.and for you lac4wheeler yes pipe jeting and a k&n air filter will help.
