How do I get the plastic of to get at my pull start cord, and will it hurt anything if I try to start it that way?

You use a small flat screwdriver to release the locks on the plastic rivits. Then it will come off easily. But you don't need to take the plastic off, just reach behind it and grab the handle. Once you get it out, you can start it easily with the plastic in place. Later

How do you drain the water out of the recoil? Is there a plug or something?

There's no plug, so you'll have to run the bike till it evaporates or take the cover loose until the water drains out. If you're running in water that deep regularly, you should probably seal the whole thing off, because eventually the seal will let water in your engine.
