Last time I checked a liquid cooled static ported, non-powervalved 2 stroke was very early 80's technology , RFVC 4 stroke is late 80's..... In case you haven't noticed a '00 CR250 has a 5-speed tranny as well (although I would have preferred a 6).
Build a better argument than hacking on the technology.

Yes, I have ridden a well setup 250R, it was nice, but I wouldn't say it was that much nicer than my 400, just a little different, and much older (eg. less reliable).
Locally, at our MX track, the EX's run with the R's and generally win, if not, it's a close race (The week the EX was released in '98, a local rider, Terry Lusk easily piloted a stock EX to victory over several modified R's in the ATV class).
In our State Harescramble series lap times of the 250R riders vs 400EX riders are nearly identical (I can provide a link if you question me).
At our private practice track, I and another EX rider can dominate over the guys with 250R's with our EX's (although if the bikes were switched the result would probably be the same
). Dragracing at our track: the 250R's have a slight advantage, but not a huge one, they will be ahead, but not by much....
So.... That said, the differences are small and boil down to rider preference, 250R being better at some things, EX better at others. It balances out quite nicely.
