What I've seen happen quite a bit with the drums on the 300 is the bushing wear the brake lever goes through the drum wears out. The pressure on it causes the lever shaft to bind on an angle makeing them stick. What I've done a couple of times is to take a spring and run it from the lever on the drum to the trailer hitch. It's kind of a Mickey Mouse fix it job but it does stop them from sticking until it can be fixxed properly. Your buddy is doing better than me right now....at least he has brakes!!!!
