Clean the filter at least twice a year. I use filter oil made for foam filters like PJ1 or Bell ray foam filter oil or Maxima FFT. Here are are the steps to clean the filter:
1. soak in paint thinner or other solvent (not gas)to get the old oil out.
2. wash in soap and water to get the dust out
3. squeeze out water and let air dry
4. put a foam filter oil on the filter, I soak mine well. Gear oil also works but you dont want a thin oil that runs off a few days later. then gently squeeze out the extra oil.
5. coat the sealing edges (if your filter has any) with greese to seal out dust leaks
6. reinstall filter and ride

If I ride in dusty condition I clean my filter before the next ride. I use PJ1, it is red and you can see where, or where you don't, have oil.
I don't agree with the twice a year deal. The air filter is easy insurance if you keep it clean and working to it's full potential, which means regular cleaning and oiling using a respected and high quality oil, made for the job

clean it twice a year? more like atleast twice a month. check it often.... once every ride or 2......well they say don't use gas but I've been using it for years and haven't seen any problems. I just got some of that spray on cleaner..just gotta spray it on and rinse with water...and I also got some spray on foam filter oil. this makes it really easy and I reccomend for you to get some. well thats my opinion. later

that twice a year was a bare bones mininum as i stated "at least" Guess I should re-word my statement. If you ride in heavy dust, and you have a open airbox.. every ride would be smart. Where I ride we never see dust and my airbox on my 200SX is so well sealed the filter looks great after a summer or rideing. I stoped useing gas as it ate up the filter glue on my 91' XR250R (10 years of use though) Airfilter maintness is 100% dependent on your rideing style and area-you cant clean it to often

We were give some new product to try this winter and it seems to be working very good. It is called No Toil. It has it owns cleaner and oil, when you use the cleaner. Just wash the filter in warm water and after it dries, reoil with there filter oil. I like it because I only have to wash the filter once. The rubber air boot has no dust in it, I was getting some with a K&N filter.

With the possible exception of the solvent issue, I see much info here that would be helpful. However, to my way of thinking, there is a much simpler and more efficient method and here in AZ the filter must be cleaned sometimes after every ride of any consequence. I use the aerosol filter cleaner by Maxima; it's water soluble & is applied to the filter inside & out, left for 5 or so minutes then rinsed out in the kitchen sink & left to completely dry before applying an aerosol filter oil also by Maxima, inside & out. Both products are colored to enable me to see any spots that were missed. That's it! Excluding the time for drying the whole job is done in ten minutes. I wouldn't dream of using anything else or doing it any other way. My Pro Design filter is 3 years old and looks like new after cleaning.
If you're concerned about your wife or whomever having a cow about rinsing the filter in the sink, not to worry..the whole mess goes right down the drain without any residue.

I use the same routine as hot_shoe_cv, I clean my filter with the spray on cleaner, rinse, let it set for at least 24 hours to dry, reoil with PJ1 or other foam filter oil, and again let it set for 24 hours to allow the exess oil to drain. I store my filter in a 1 gallon coffee can with a lid to keep it clean until I install it. I also kept my stock filter so if I need to run the motor I can without worry.
