You might try using a breaker bar made of a 2 0r 3' piece of pipe just big enough to fit over the pipe wrench. You may need to have some one sit on the quad to keep it from lifting

Are you trying to back the axle nut OVER the clip that you tighten the nut up too? A friend of mine did the same thing one time.

I am trying to loosen the nut on the side of the caliper first and then back the smaller nut off alittle and take out te clip is this right.

You back the smaller nut off first, that means you would be loosening it towards the caliper, then you would back the larger nut towards the caliper also until it's far enough back for you to get the clip off, then take both nuts off towards the hub side. Easier said then done sometimes too. I have had my fair share off problems with axles.

Have you tried heat? A propane torch should work along with your other option after heating.
Don't take this to the bank, but I'd think the thread would be a right hand thread so that the counter- clockwise rotation of the axle will tend to tighten the nut. Therefor If such is the case you'd need to loosen the nut counter-clockwise

That's a good idea too with the torch. I always spray WD40 on it and let it sit for awhile too. The threads are reversed so you need to,.......(Hmmm let me think here............) ok, I think you will take your pipe wrench and loosen the small nut with the wrench on top pushing down on it, or turning it counter clock wise. Make sure if you're using a monster pipe wrench that it's not catching the larger nut too, that would make it impossible to loosen also.
