float problems

I have a keihin carburetor (pwk 39mm) and I know that the floats are supposed to be 16 mm from the base of the carburetor, but where do you measure to on the floats. (front, middle point, or back)

Is it importnat to for it to be able to depress the spring loaded pin???

I don't have the specs for the Keihin, but on a Mikuni the float level is measured from the top surface of the float chamber, with gasket removed, to the top of the float. I would think the Keihin would be measured the same way,.
I don't understand your question re float valve, but the tang should rest on the valve but should not depress it at all
