I can't remember if that one has a metal or plastic tank, but if it is metal, you should be able to find a cleaner kit that has a mild acid to eat away any rust, I talked to a dealer about it a while back, he talked about a 2 part kit, an acid cleaner and rinse, then a sealer that prevented any more rust. I have not heard good things about the Kreme tank liner, I have heard it may break down over time and plug stuff up. If the tank is not rusty, or is plastic, you could partly fill with alcohol and shake it up real good, then drain out. Also remove the fuel shut off petcock, clean it out, and the little screen that is in it. This should give you a nice clean start, you should have a nice project on your hands, those old 350x trikes were a cool ride back in the day. I have a friend that has 2, one almost perfect, and the other that needs a little fixin', and he rides it whenever he can.
