Can you change out the bearings in the swing arm where the swing arm bolt goes through if so how do you do it?

Yes, You can change the bearings in the swing arm. It can be a pain though and I would recomend that you at least get a shop manual. Just remove the swing arm, press out the old bearings, press in new bearings, and reinstall the swing arm. "easier said than done"

Before you reinstall the swingarm pivot bolt, make sure you go to an auto parts store and buy some anti seize and use it liberally!

and be nice to the brass fitting/cups on the ends of the bearings. they will break and turn egg shape if you start beating on them. good luck and get ready to get dirty. grease is your friend.
