I believe all you get from the dealer is a Certificate of Origin. It looks a lot like a title, but it's different. If you live in a state that requires a title for ATVs I would think you would take the cert of origin to the court house and pay your fee.

Here in south carolina the dealer gives a bill of origin with the purchase. For an extra fee they do the paper work and you get a title mailled to you from the state highway dept. If you do not choose to pay the extra fee for the title, they will not take the atv back in on trade at a later date, even if they sold you the unit. Its just another way for them to get an extra 75 bucks out of you, but well worth the extra cash to have a title.

In Oregon you have the choice. If you pay cash for a new ATV, you can either opt for a title (for more $) or get a certificate of ownership from the dealer. The certificate is as good as a title, and can be traded in for one later down the road. You dont need them in this state to ride, just a off road sticker/permit.
