Again I am not try put wood on the fire. But all know that Calif made motorcycle company to stop sell 2 stroke street motorcycles back in the later 70's and it filter in to the off road stuff later. If you wanted one you could go to Nevada and buy one then bring it back to calif. At that time it was the only way of buying one. Right now you can not buy a VW diesel car in Calif but you can buy and bring it back to calif. All this stuff started in the early 70's of trying to get rid of the to smog. I don't know why they stop race them but I know with the smog testing over the years, they was going to stop making them. Why make something that you can sell. That why you see a 05 400 ex frame with a 2 stroke engine. It is mod and they are using Vin number to get it bypass through DMV. All you see on the outside is just a 400ex.

Without reading entire thread...
The reason for stopping them in racing is it didn't give the manufacturers any incentive to support the ATV scene (the ones who largely pay for mainstream racing and support the organizations). A manufacturer wants to see the most competive racing by the best pros done on a machine that is within grasp of the general public. They learned something from the mx scene. People like to buy what they see. There aren't enough 250r machines in existence to supply everyone with one. Honda decided it was not in their best interest to keep making the 250r. It had nothing to do with the EPA at the time. It was a legal issue - different from guns and cars since it involved minors (children).

Very true, the R is a bad boy for sure but the real answer is that they were not banned. Honda stoped making them because they were getting the crap sued out of them by people who would run out and buy 2 of them and stick the 13 year old in-experanced kids on them and end up getting hurt. This was an issue for all the makers at the time but Honda was the only one of them who decided to stop producing them. Look at all the new bikes these days, you can't find a pice of plastic on them that does not have a warning sticker on it. You can still ger a 250R brand new but not direct from your local Honda dealer. Check out www.servicehonda.com they take a 400EX frame and stick a CR250 motor in it with a custom pipe and some other goodies. Kinda makes you wonder why they don't make a 500R.
