The reason he does not want you to get an R is because he does not want to get beat. The R is nearly as fast as the Banshee and handles a lot better. The 400EX will be slower than the Banshee, at least in stock form, but will handle better.

Get a 250r. You will love it and the only prob will be not enough time to ride in one day.

Get either one, you won't be dissapointed. But alot depends on how you ride. If all you want to do is drags and go fast in a straight line, get the 250r, but if you plan on racing through the woods, or hitting humongous jumps, youd better get he 400ex.

I agree with Derekhonda. It depends on where you ride. The 400ex is great for the woods. My guess is though that since your dad has a Banshee, you don't do much woods riding - at least with him. If your dad is going to help pay for the quad it is hard to pass up a new quad, but you'll end up socking another grand in it probably, because you are going to want a pipe and some other goodies and probably some better front shocks if you plan on doing any jumping. I think the 250r is a better jumper. The 250r will stay close with your dad's banshee, but the 400ex will get blown away.

The reason he wants you to get a new quad is because he doesn't want to have to deal with the repair bill of an at least 12 year old quad that has probably been raced and trashed. I think we would all rather have a 250R but we can't see spending $4,000 or more for a 12 year old quad that you are going to have dump more money into to keep it running.
