Honda 200x

Been working on my 1984(I believe it is that year) Honda 200x. It's been down for about a year. I went ahead and changed the oil, air filter, and put a new spark plug in. Then I went to go clean the gas tank out and saw that the inside was covered with rust. I had to spend most of my time cleaning that out. Went ahead and started rinsing it out with water and then little black pieces starting coming out. When I shake it I still can hear more pieces. Can anyone recommend another method on getting rid of pieces inside the tank. To be honest I might just go ahead and get a plastic gas tank. That way I don't have to worry about the rust problem. Can anyone recommend any upgrades that will give me a nice little boost.? Would love to hear what upgrades others have done to their 3 wheelers. Well I'm going to go ahead and shake that gas tank just a little more :-D

To me fixing means cleaning the oil, air filter, and changing the gas out :-D , oh yeah and the spark plug. Went ahead and turned switch on and turned to gas to on. Tried to boot up but nada. Going to go ahead and pull it with the car see if I can get it to jump on. Will give response in a little bit.

I went and towed it behind the car and it started up , but there was a problem. I could not use the twist throttle at all. The speed stayed at one speed. Do I need to replace the twist throttle? Another thing, when I started to hit on the brakes to get it ready to stop it would start idling real loud. I went ahead and tried to kick start after all of that and nada. I checked the choke and it was good. The gas switch was on. Don't think I left any step out. Any help is appreciated.
