Best steering stabalizer?

Neither - if a telescopic damper is whats in your budget, look for one that the body mount is adjustable on, I believe the Muscle damper is this way.... The geometry on the Denton is off causing more damping force one direction than the other - I know, I have one..... A person can play with the mounting and make it somewhat better, but it's still off.... Personally I am probably going to get a W.E.R. or Scotts for my next damper ($$$)....
The new PEP may be better than the old one, but I believe it still mounts near the exhaust which leads to fade when you least need it (after you've been riding a while) & frequent rebuilds...
Still, either is better than nothing - but for just a little more money (adjustable absorber-body mount style) you can get a superior unit.
