its a huge long process
do you have a webpage server?
you have to make a page... save it as a .html and upload it to your server.
it will look something like this
<html>
<body bgcolor=red text=white link=purple vlink=turquoise>
<img src=mypicture.gif> or whatever you named it
</body>
</html>
I suggest going to a seach engine and typing in HTML tutorials. It will get you started with the basics
