Of course the proper starting technique is this, make sure machine is in neutral, turn fuel valve on, apply choke, crank engine with throttle closed.
If it was running before and you think something is wrong, here are some things to check.
On the bottom of the carb bowl, there is a screw, I dont remember which side of the carb it is on, but it will be on the bottom most extreme, facing one side or the other, unscrew this screw a couple turn, don not remove it, and see if fuel come out of the drain tube, which is on the bottom of the carb, It may have a small hose running somewhere. If you have fuel there, you will need to remove the spark plug, make sure its clean, and not fuel or oil soaked. Then put the plug wire on the plug, lay the plug up on the cylinder, grounding the base of the plug, then crank the engine, while watching for the plug to spark, it should spark alot.
Be careful when doing this test as the plug voltage will be in excess of 20,000 volt. It only hurts for a little bit.
If you have fuel, and spark, then your problem may be deeper, but check those things first.

You will first need to confirm that, but if thats the problem, check the position of the kill switch on the left handlebar. make sure your neutral light is on.
If you have no spark then normally it is the CDI on these machine, but thats some pretty expensive guessing. If you dont have a service manual to do the troubleshooting, you may have to take it to a dealer OR if you have the abilities, someone like hondamechanic on here can usually send you a pdf file of the part of the service manual you need, he seems to be really really good about that.
Of course above all, if it was running before, check all the connections on the bike, and you might find something loose.
