Your filter shouldn't really get "dry".
I have tried many different filter oils over the years, and have finally settled on UNI liquid in the bottle. It is not as thick as the "super tacky" oils like Maxima FFT and PJ1, and not as thin as plain old motor oil (which will get sucked right through the filter and leave it dry).
My experience has been that the sprays are a waste of money, because it takes so much to penetrate the filter completely, that you have to use a huge amount. What I do with UNI oil is saturate the filter completely, then press out the excess. Then I leave it in a plastic bag with a few paper towels in the bottom for a few days, and that lets the excess drain down so it doesn't end up in my airbox.
