It could be the mold release agent that they use when they make a tire. The company I work for sells industrial spray equipment and I have spent some time installing spray systems on tire molding presses. When they mold the tread into a tire they pressurize a bladder with an extreemly high temperature gas. As the bladder expands, it pushes against a raw tire core and forces it into a tread pattern mold. The hot bladder wants to stick to the inside of the tire. It is a serious problem for them because the bladders are really expensive and don't last very long. If a tire sticks to the bladder, the press goes down and they have to remove the ruined tire and bladder. To avoid this they apply a release agent on inside of the tire core before it gets molded. The relase agent is normally a silicon solution- which has a tendency to get snotty-gummy as it dries. The beads inside your tire are most likely tiny ***** of silicon that have grown in size as they roll and pick up rubber dust. Sort of like tire boogers I guess?
