Did you prime the carb? IDK if your model has a primer on the carb or not, if it does give it a few pumps should get you going. If no primer on the carb spray a little gas into the intake to get it to fire. Hope this helps.

open the drain on the carb and let some fuel flow, if gas does not flow out of the drain somthing is stopped up... try spraying starting fluid instead of gas into the air filter. Check to make sure the plug is not fouled.

Your float needle is gummed up and stuck shut.
More then likely your pilot (slow jet) is clogged. Due to running it on reserve. Those old bikes have steel tanks that rust. This rust collects at the bottom of the tank.
Once you flip to reserve and use up all that gas... Here comes the rust.. It clogs your pilot, immulsion tube and sometimes the main jet along with your float needle.
You will need to take that carb COMPLETLY and clean it, REALLY well.. just because you spray it with carb cleaner does not mean its clean!
Use 0000 Steel wool twisted up to a tiny lil peice like a tooth pick, twist it slowly into the jets to clean them properly.
Just beshure to turn in your mixture screw counting the turns to LIGHTLY seat it. then remove it along with the spring, washer and oring. Finnaly Blow EVERYTHING out with compressed air..
Watch this YouTube - carb (pt.1) disassemble For the most Basic, how to clean a carb video 1-3.
Just beshure to polish your jets and imulsion tube (the item he taps out with the wood and pliers) with the 0000 steel wool. make them SHINY! so stuff wont stick to them as easy for along time!
DONOT DONOT flop your carb around with the float still install on it!!! you will almost certainly F$%K the adjustment up!
Remove it FIRST! before the top of the carb!!!!! Dont do this at your own risk!!!!!!!!
That float controls 90% of a good working carb!
Use correctly fitting flat head screw drivers, that fit TIGHTly into the jets. or you will break a old and gummed up jet!
I use berrymans B-12 carb cleaner. from any auto parts store. and ALOT of it. buy 2 cans. use one completly!
You clean that carb properly and rinse that tank, your ATV will run again.

I would also say you most likely got some crud in the carb from the bottom of the tank, if it hasn't been run on reserve for a long time.
If you open the carb's drain and don't get fuel flow that would confirm this.
In addition to cleaning the carb, I'd also dump and clean the fuel tank, and Hondas usually have a fine screen for the fuel pickup in the tank which you get to by removing the petcock.

easy way to clean the petcock, is to remove all fuel from tank. turn it so that its in the ON posistion, flip the tank upside down, then spray in some carb cleaner into the nipple that the fuel line connects. then blow it back out with compressed air.
This will clear off the screen and back into the Tank. Now fill the tank with about a pint of fuel. shake it about a few times then dump the now dirty fuel out from the tank fill hole..
This way you get to semi clean the petcock and get rid of all the loose rust in the tank.
Also keeps you from having to buy a new gasket. Your petcock MIGHT have a oring or a gasket. Its just simpler to reverse flush the petcock.
If you develop a cronic problem with it clogging then remove it and clean it completly.

It is hard to clean the fuel tank on a 1986-94 TRX350D the tank is under the seat and built between the frame rails , it's a bit of a job but it will come out from the bottom rear , it also has the fuel lines are built inside the tank ..
