Can someone help a new guy?

Ive got a 1987 trx250x frame with a 300ex motor in it. I just got the four wheeler and It has a few problems.
Cheat.
- It keeps hitting a "low" rev limiter, It only happens a few times a day but I can be riding along give it WOT and it will get about half way to the "factory" rev limiter and sit there hiting that lower one. Today when riding it I took a rock and taped the CDI on it and it seemed to straighten out.
- The charging system isnt working. I know wiring. But theres 6 wires coming out of that side of the engine. (4-yellow 1-green 1-blue) None of them have any voltage when the engine is running. Is it bad inside the engine or out side?
- Anyway to tell what year the engine is my getting the serial number. I know its a 300ex motor but not sure on the year.

the low rev limiter should be some kind of box, somewhere on the fourwheeler. they have these to keep from over revving the motor in nuetral, or reverse. sounds like yours has a short in it. as for the charging, sounds like you need a stator.
if i were you i wouldnt worry about charging. just dont ride it after dark and charge the battery before you go. i have a suzuki that i do like this. so far i've ran it 30 miles on a charge. (with an expensive yausa battery) but, reason i say not to worry, is even if its messed up, your not much better off if you know its the stator. a new one costs 300-500$

I have read on another site that running without the charging system and battery all in good order that you can fry the ignition system. You could probably find a used stator on ebat for cheap if you are patient enough. I would try your local dealer with the serial number question.
