Under $150? A lot more power? Maybe you can find a used nitrous kit. Now seriously, if you can scrape up another hundred bucks you can buy a new pipe/silencer (I recomend Paul Turner) its the best "bang-for-the-buck" mod for under $400. If thats not possible you can get a Boyesen (or similiar) reed valve and a thinner head gasket (by Cometic) to bump your compression. Just dont expect miracles. Enjoy your 'R'.

you can pick up a set of Boyesen reeds for 30 bucks. Expect to take the carb off to get into the reeds (they sit in that chamber between the carb boot and cylinder). Don't expect mega horsepower gains from this though. You need a pipe, silencer, more air flow etc. to really make a big difference. Guys, I think we're missing something. For $150 this is what can be done. Call around and ask for a USED pipe and silencer. It may not look the best, but wire brushing or a can of paint is darn cheap. Plus, remove the stock airbox lid and rejet the carb for the whole combo. Reeds are a nice thing, but on the 250R, the better choice is the entire rad valve. Best bang for the buck is the pipe/silencer/airboxlid/rejetting combo. I bought a used pipe for $100 and put a new silencer on it for another $90. If you get a used silencer, then repack it. Oh and make sure it CAN be repacked before you buy it.
It shouldn't be that hard to find the parts used. I called around locally here in Phoenix and found about 2 or 3 different brands of used pipes at either ATV shops or at salvage yards. Heck, you could even call companies like CT, Trinity, etc., and ask. You never know what they have lying around.
