I have bled my front brakes and I still have to pump the Hell out of the lever to get them to work ... I have not checked the pads but I wouldn't thing they would have anything to do with having to pump them to work... but if I pump them very fast the lever get a good stiff feel and I can basically lock the tires up

 

Does anyone know what the problem could be?

 

Take the master cylinder apart and clean it. If they still won't work, you may need to get a rebuilt kit for the master cylinder.

Try adjusting front brakes shoes first!!! If shoes are worn alittle bit you will have to pump lever fast to force the shoes out to touch the drum,, IMO I would adjust shoes until wheel locks down[ atv wont roll] then pull brake lever to see if you have pressure there then, Then back off 2 clicks on adjustment.
