Stock dB for the 400ex is 87 db, give or take for worn exhaust parts, with the baffle out and one of those performance tips in, you are looking at 91-93 dB, depending on the outlet tip size. Most areas have a 94-96 dB cutoff, so you should be fine with a modified stock muffler.
