Carb can over filled anytime in oil if carb needle got water or trash under it..Just pull the dipstick out an see or smell to see if there gas in oil....If oil has gas in it this could cause engine not to rotate or crank over because to much fuild inside an crank cant move.

measure voltage on battery before cranking, then measure both sides of solenoid while cranking. what's the results? if battery is low before cranking, charge the battery back up. if battery's charge is up and when cranking it dives way way down, you're pulling way too much. so, with that said in that scenario, if that happens, either the starter is dragging or the battery has a weak cell or dying cell. also, try cranking without a spark plug in it and see if there's any difference.

so the solenoid readings were while you were cranking the starter or just sitting there? next, crank the starter and measure the voltage at the starter terminal and the ground there at the starter. let's make sure that wire is good.
