I am not an engineer or an expert on this subject. However, just off the top of my head I can think of too many reasons that there is no formula to convert cc to hp.
There are just to many variables. 2 stroke or 4 stroke, different bore and stroke (is the motor oversquare or undersquare). How aggressive is the cam, porting, exhaust flow, carb, and what compression?
Engine builders may have formulas to give them rough estimates of what to expect from certain packages, but to just say a motor has so many cc so it has so many hp is not plausible in my mind.

There is no such thing. You truely can't convert something like that. One doesnt always factor into the other.
Like the he just said there are so many factors. Lets say you have a 300cc motor with a really mild cam...it might be putting out 15hp. That same 300cc motor with a really wild cam might put out over 25hp. See what i mean? You cant do it.
