Default 1987 fat cat

My fat cat was covered but sat outside for two years while i rehabilitated from a stroke, due to my garage burning, i was going to ride ,but it will not kick over, it seems seized up ANY HELP ON WERE TO START,IVE FILLED THE CLY, WITH PENETRATING OIL,AND USED A CHEATER BAR ON THE KICKER JUST TO SEE IF I COULD MOVE A LITTLE THANK YOU

If you filled the cylinder the piston has no place to go. You need to drain the cylinder and try it but I would not use a bar. I have seen engines damaged doing that. Good luck
