What is an E-Brake "blockoff"

...also- My Emergency Brake doesn't work- How do I fix it so it works.

the block off plate covers the hole left behind when you take you park brake assembelly off. to fix your e-brake there is some adjuster bolts there you can tight, id just take it off though if i where you
