I've heard that the rev box helps quite a bit. I don't have one, just because I have heard that they make the bike very hard to start if your battery is even a little bit low on juice. And, the 400ex is pretty cold blooded allready. I wouldn't want to drive all the way out to a riding area and find out I can't start my bike.
On another note....what part of Washington are you from? I live in Boring (Gresham) Oregon, and I'm looking for some other peoople to ride with. I'm trying to build up a network of local riders to put on an email list, and maybe get some group rides together. I'm heading to Sand Lake this week to test out my new Kenda Gecko paddle tires. Save yourself some $$$. The white bros. cdi is just a XR250 cdi with white bros name engraved in the side of it. Go to servicehonda.com or a similar site and buy a xr250 cdi.
The cdi does make a difference. An extra 1000 rpm's helps. It will increase your top speed and allow you to ring each gear out just a little more.
I agree with the start situation. It will cause your bike to be hard starting. I have just delt with it and become the cdi quick change master. I can change out my cdi in 13.4 secs.
