First of all, check the return spring on thew brake pedal to see if it has been stretched.
You could be in need of new brakes. When the brake shoes get worn to a certain point, the "cam" that operates the brake shoes turns so much that it actually hangs up.
You could also just have glazed brake shoes. What you need to do is jack up the rear and take the brake drum off and then push your pedal. See if it still hangs up with the brake drum removed from the quad. If your brake shoes are glazed, just rub them down with some sandpaper and do the same with the brake drum.
